بالإضافة إلى دفع تكاليف السفر والرسوم الدراسية كما سيتم تعديل المبلغ سنويًا بناءً على معيار إحصائيات كندا لتكاليف المعيشة.
أعلن ميلر أيضًا أن الليبراليين الفيدراليين يمددون استثناءً سمح للطلاب الدوليين الحاليين بدون تأشيرة عمل بالعمل لأكثر من 20 ساعة في الأسبوع خارج الحرم الجامعي.
كما أنه هدد بتحديد تأشيرات الدخول في الولايات التي لا تساعد في توفير السكن للطلاب أو التي لا تغلق المؤسسات التعليمية التي يعتبر أنها لا ينبغي أن تكون قيد التشغيل.
